Human Resources Generalist
Schedule: This position is hourly (FLSA non-exempt) and works 40 hours per week on site. Additional details and job application can be located on the Ellis County website. Job Summary: Performs clerical, recordkeeping and administrative support services for Ellis County’s Human Resources department and is primarily responsible for processing bi-weekly payroll, maintaining employee time records and leaves, and benefits assistance.
Essential Functions:
Processes payroll and maintains all payroll records, including pay rates, time records, deductions, garnishments, leaves, disbursements, calendars, and other
Records and processes Federal and State payroll tax deposits
Coordinate and maintain employee leave records, programs, and tracking (FMLA, Workers Compensation, Shared Leave program, etc.)
Assists with benefit administration including education, enrollment, modifications, and bill reconciliation
Assists with employee onboarding and offboarding processes to include new hire paperwork and onboarding
Completes year-end payroll processing, including annual federal and state payroll tax reports, W2’s, Affordable Care Act, and KPERS annual reports
Prepares reoccurring and ad hoc reports, including state unemployment reports, quarterly federal tax, Workers Compensation, and others as necessary including associated audits
Responds to verification of employment requests
Assists with records retention and disposition as required
Maintains job descriptions for all County positions and distributes pursuant to County policy
Responds to and completes wage surveys as needed
Support recruitment and retention efforts, including interviews and job fairs
Facilitate and maintain employee performance review program
Assists with day-to-day operations of the human resources department, including recruitment, employee relations, benefits, and policy compliance
Serves as the KPERS Designated Agent
Reports newly hired and re-hired employees to the Kansas New Hire Directory in accordance with required laws
Manages fuel card program
Enforces and maintains compliance with all federal, state, and local laws and ordinances
Performs other duties as assigned or deemed necessary
Complies with all organizational and departmental policies and procedures
Operates all job-related equipment, machinery, tools, and other aids as required or needed
Protects and maintains any confidential information, whether oral, written, or electronic
